New North Carolina laws take effect today

Many new laws take effect today in North Carolina, including one that makes texting while driving a misdemeanor with a minimum fine of $100. State legislators also approved a law that makes it illegal for license plate frames to cover the state name or registraation stickers. Violators will be warned for the next year. The state has a new law allowing probation officers to view juvenile court records that were previously blocked from public view and police can search information about probationers without warrants. The state approved a new “cyber-bullying” law that makes it a misdemeanor to intimidate or torment a minor, or a child’s parent or guardian, using the Internet.
