Melissa Crowe petitioned for a parcel of land located at 1820 E. Rutherford St. to be annexed into the city and zoned as C1, with intentions to purchase the parcel and construct a Zaxby’s fast-food restaurant.

Ordinance 2023-13 allows for the annexation so that it has access to water and sanitation services. The property, situated between the Auto Money loan agency and the driveway for O’Darby’s Liquor, Barn was previously unzoned.

At the meeting, the council members were informed of what was planned to be constructed on the land.

“So we know what the fast food restaurant would be. It seems to be pretty common knowledge they’re talking about a Zaxby’s,” City Manager Rich Caplan told the council.

“Landrum loves chicken,” laughed Mayor Robert Briggs upon hearing the news.

The parcel was annexed two years ago and was originally going to house a Starbucks coffee shop, officials said at the meeting. However, the purchase of the property at that time fell through, and the annexation was not recorded by Spartanburg County.

The annexation passed unanimously, contingent on clarification on the paperwork of who submitted the petition. The restaurant will also need approval from an architectural review board.
