Joe Hines Jr.

Born on July 29, 1935, in Spartanburg, Joe was the son of the late Joseph E. and Ethel Stuckey Hines. He was predeceased by his sister, Ellen Hines Smith.Mr. Hines was a 1953 graduate of Spartanburg High School, where he was a member of the football team. Joe was a 1962 graduate of the USC School of Law, receiving his Juris Doctor degree. While in law school, he served as assistant editor of the South Carolina Law quarterly, was president of Phi Delta Phi legal fraternity and served as a page in the South Carolina House of Representatives from 1955-57. He was a practicing attorney in Spartanburg from 1962-1991 and a member of both the S.C. and the Spartanburg County Bar Associations from 1962 until his death.Joe was appointed to the Spartanburg County Election Commission in 1968 and late served as chairman of this commission for 21 years prior to being named director of the Office of Voter Registration and Elections for Spartanburg County in 1991. He retired from this position in June 2003, continuing to serve on the election commission through May 2007, when he resigned this position. Under Joe&squo;s leadership, the Spartanburg County Office of Voter Registration and Elections was named Outstanding Office of the Year for 1999-2000. Over the years Joe served on many committees, both state and federal.Joe was an active member of the Kiwanis Club of Spartanburg at the time of his death.Survivors include his wife of 42 years, Helen Thackston Hines; two sons, Joseph E. Hines III of Campobello and John M.
